As you are unable to access Windows Store with error 0x803F7000, I suggest you to try the steps provided below and see if it helps you to fix the issue.
Step 1: Run WSReset.exe .
- Press Windows+R key to open Run box
- Enter wsreset.exe in the Run command and then tap or click OK.
- Restart your computer and check.
If resetting Windows Store cache does not help then,
Step 2: Re-register Windows Store by running the following commands in a CMD window started as Administrator:
Follow the below steps.
- Open the Start menu, type Windows PowerShell in the search bar.
- Right click on the Windows PowerShell and select Run as administrator.
- Press OK the UAC prompt if shown. That will open an elevated command prompt. (It will show Administrator in the caption.)
- Then enter the chkdsk command
PowerShell -ExecutionPolicy Unrestricted
$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + 'AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest - Restart the computer and try to download the apps.

this did not help. Please offer new solution. I'm not able to download anything from Microsoft store on my new Lenovo yoga 900. Trying to download Netflix and Hulu. get error 0x803F7000. I've tried the above options. set up new Microsoft account.

I suggest you to run the Windows Store Apps troubleshooter.
Method 1: Windows Store Apps Troubleshooter, troubleshoots problems that may prevent Windows Store Apps from working correctly.
Follow the below steps:
1. Type troubleshooting in the search bar.
2. Select Troubleshooting.
3. Select View all on the top left corner.
4. Click on Windows Store Apps.
5. Follow the on-screen instructions to run the troubleshooter.
Method 2:
If you are using any Proxy connection, then try disabling the proxy connection and check.
Follow the steps to disable proxy:
1.Click the Settings icon at the top right corner in internet explorer.
2.Click the Tools button, and then click Internet Options.
3.Click the Connections tab, and then click LAN settings.
4.Uncheck the box next to 'proxy server for your LAN'.
5.Click on OK to save the setting and close window.
