Unfortunately the FIOS is Cisco intellectual property and the only legal location for downloading it is from Cisco, and as yoou have found, you need a contract with them.
I assume you already have the ASA, FIOS asa802-k8.bin is very old now.
AAre you sure you don't already have the ASDM, the ASA does ship with it on it. If you are able to console onto the ASA, issue show flash into the command line, you may find ASDM is already on it. You may just need to set it up, tey the following:
